On additon with water Sodium bisulfite releases sulfur dioxide gas, Which is resulting killing yeast, fungus, and bacteria, roughly 24 hours before fermentation, when added to wines.

It may also be added after fermentation to prevent vinegar production and protect the color and flavor of wine. It kills microbes and in fruit canning, prevents browning.

Sodium Bisulfite is also added to leafy green vegetables to preserve visual freshness of the greens. When adding to recipes to prevent oxidation, strive for 0.1% of  weight.
